Public Hearing on CDBG Housing Rehabilitation Grant Closeout Scheduled for July 28

NOTICE IS HEREBY GIVEN that the Imperial County Board of Supervisors will conduct a public hearing on July 28, 2026, at 11:00 a.m., in the Board Chambers, County Administrative Center, 940 West Main Street, Suite 211, El Centro, California, to consider and solicit public comments on items as follows:

  1. Closeout and acceptance of the final activity completed under Community Development Block Grant (CDBG) 21-CDBG-HA-00009, funded by the Department of Housing and Community Development (HCD) with a disencumbrance of $553,000.

    The County of Imperial was awarded this grant for an Owner-Occupied Minor Housing Rehabilitation program. Upon implementation, staff did not receive clientele within an ample amount of time to complete the project prior to grant expiration and the full award will be disencumbered.

The County of Imperial promotes fair housing and makes all programs available to low and moderate income families regardless of age, race, color, religion, sex, national origin, sexual preference, marital status or handicap.

The purpose of these public hearings is to give citizens an opportunity to make their comments known. Please arrange with the Clerk of the Board at (442) 265-1020 prior to the scheduled hearing date should you wish to review supporting documentation and/or participate in providing a public comment.

Public Hearing Notice: CDBG Grant Closeout and Project Acceptance

The Imperial County Board of Supervisors will hold a public hearing on Tuesday, June 2, 2026, at 11:00 a.m. in the Board Chambers at the County Administrative Center, located at 940 West Main Street, Suite 211, El Centro, CA.

The hearing will allow the Board to consider and receive public comments on the closeout and acceptance of final activities completed under two Community Development Block Grant programs funded by the California Department of Housing and Community Development.

The projects include the Niland Housing Rehabilitation Program and the Niland Wastewater Treatment Plant. A total of $6,133,080.50 was expended under Grant No. 20-CDBGCV-COL-00001, with $366,919.50 to be disencumbered from the original $6.5 million award. An additional $1,873,693.80 was expended under Grant No. 20-CDBG-12086 for the Niland Wastewater Treatment Plant.

The purpose of the hearing is to provide residents an opportunity to review the projects and submit public comments. For supporting documents or to participate in public comment, please contact the Clerk of the Board at (442) 265-1020 prior to the hearing date.

Cady Poe Colonia CSA Community Outreach Meeting and Proposition 218 Public Hearing

The Imperial County Department of Public Works will host a community outreach meeting for residents and property owners within the Cady Poe Colonia County Service Area to provide information about a proposed sewer service rate adjustment, review the wastewater rate study, and answer questions from the community.

The community outreach meeting will take place on Thursday, May 28, 2026, at 6:00 p.m. at the Brawley Teen Center, 220 Magnolia Street, Brawley, CA 92227.

The proposed rate adjustment would help address ongoing wastewater service, operations, maintenance, and infrastructure costs for the Cady Poe Colonia County Service Area. If approved, the current monthly sewer rate of $30 per dwelling unit would increase to $40 beginning July 1, 2026, with additional proposed annual adjustments through 2030.

A Proposition 218 Public Hearing is scheduled for Tuesday, June 23, 2026, at 11:00 a.m. at 940 Main Street, El Centro, CA 92243, where the Imperial County Board of Supervisors will receive public comment, count written protests received, and consider the proposed rate adjustment.
